Subject to final funding confirmation, this full time post is available from 1 June 2019 to 25 February 2022 with the potential to a permanent lectureship at the end of the contract (subject to performance) and is part of our recently funded Lifelong Inclusive Growth in Cornwall and the Isles of Scilly (LINCoS) project involving the University of Exeter, Cornwall and the Isles of Scilly Local Enterprise Partnership, Age UK (Cornwall and the Isles of Scilly) and disAbility Cornwall. It is funded through the European Regional Development Fund and forms part of the European Strategic Investment Framework for Cornwall and the Isles of Scilly (LINCoS) project.
LINCoS is a new research and innovation project aimed at supporting the growth of the eHealth and eWellbeing small and medium enterprise (SME) sector in Cornwall through the identification and support for products, processes and services that will improved the recruitment, retention and workplace opportunities of older, disabled and chronically ill workers. This is a partnership project involving the University of Exeter, Cornwall and the Isles of Scilly Local Enterprise Partnership, Age UK (Cornwall and the Isles of Scilly) and disAbility Cornwall.
LINCoS is supported by funding from the European Regional Development Fund (ERDF), and as such business support and engagement is fundamental to the delivery of the project and a key aspect of all posts within it. In addition, funding has also been received from the South West Academic Health Science Network.
The Project, and this post are based at the internationally regarded, European Centre for Environment and Human Health in the College of Medicine and Health in Truro and with the UEBS Circular Economy team on our Penryn Campus.
We are seeking a highly skilled and experienced applicant to fill this role, which is key to the successful delivery of this project, with the potential to become a permanent lecturer post at the end of the contract (subject to performance).
You will:
- Undertake literature reviews and reviews of policy, map and visualise the system(s), sub-systems and networks of interest.
- Work with large data sets, analyse, synthesise and communicate findings to diverse audiences, and create toolkits.
- This requires a combination of quantitative analysis and soft system modelling tools (e.g. rich picture visualisation), interviewing skills and an appreciation of case study research, and an ability to work with stakeholders.
- Be expected to attend and run workshops with SMEs and other relevant participants.
- Participate in “in residence” and other collaborations with local businesses, and with other Knowledge Exchange support.

Scholars working in the area are invited to submit their abstracts (not more than 500 words) in any of the broad issues listed below. Based on the relevance and merit of the abstracts, participants will be selected. Only selected and registered participants will be permitted to present their paper in the technical sessions of the conference. However, conference is open to all the registered participants.

United Nation publishes Global Sustainable Development Report (GSDR) which aims at the High Level Political Forum. Science-policy interfaces refer to the many ways in which scientists, policy-makers and other stakeholders link up to communicate, exchange ideas and jointly develop knowledge to enrich policy and decision-making processes and research (Young, J.C., et al.). The 2015 GSDR underlined the importance of utilizing these linkages to identify emerging issues across the whole spectrum of sustainable development, including its social and economic dimensions (United Nation). This whole spectrum of sustainable development comprises of issues such as social and environmental paradigm of sustainability, expansion of urbanized regions, changing composition of informal sector of economy and many others.
The exercise of emerging issues identification is the complexity and inter-disciplinarily of sustainable development issues. Scientific expertise can shed new light on the complexity and interconnectivity of emerging issues, in the process strengthening the science policy interface and possibly leading to more timely responses to emerging threats or the exploitation of new opportunities. The regular scanning and multidisciplinary analyses of emerging issues from different levels and perspectives is important and should be maintained as a necessary and useful early warning system for the science policy interface. There is scope for enhanced dialogue between scientists, social scientist and policy-makers in considering both the processes by which emerging issues as well as the substantive character of issues that – out of the plethora of emerging issues (UNGSDR). Which could usefully be considered by the forum of the association (RSAI).
More over the term ‘emerging’ is based on ‘newness’, but not necessarily issues that are unheard of or that come as a surprise. Newness could be the result of 1. New scientific knowledge, which could be in form of new data, evidence, theory or model; 2. New technological development; 3. New scales or accelerated rates of impact; 4. A heightened level of awareness; and, 5. New ways of responding to a known issue.

The big data revolution has arrived in the public sector. Become a leader in this new field.
A revolution is underway in the fields of city planning, policy, operations, and management; public policy and public administration; and health administration. We now have ubiquitous sensors, telecommunications networks, and advanced data analytics to make evidence-based decision making more feasible.
The limiting factor to successful use of big data is the skill set of traditionally trained analysts and administrators who are not familiar with advanced computational tools and data management techniques. Public informatics is an interdisciplinary field that uses scientific methods, processes, algorithms and systems to extract knowledge or insights from data in various forms, either structured or unstructured. Cross-trained professionals with skills in public applications of information science are needed to address this training gap.
The Bloustein School’s Master of Public Informatics provides the vehicle for educating professional student cohorts in the competencies needed in public informatics: statistics, programming, data management, data analytics, visualization, spatial analysis, applications and the integration of these skills. Graduates of the program will bring a critical voice and a deep understanding of context to an emerging field.
