NARSC September 2023 Update

Nominations for NARSC

The North American Regional Science Council (NARSC) is seeking nominations for the following positions:


President: The President will be elected for a one-year term (starting January 1 following election). The President should be a distinguished regional scientist or other distinguished scholar. The President’s principal duty is to deliver the Presidential Address at the Meetings. The President also serves on the Honors Committee, as an additional voting Councilor during the term of office as
President, and performs other duties as needed by the organization.


Councilor-at-large (non-student, two positions): Councilors-at-large will be voting members of the NASRC Council. These are elected positions, with a three-year term. The Council and its members are responsible for accepting new member organizations, electing officers, matters involving the Annual North American Meetings of the RSAI, etc.

We encourage nominations of individuals from all the different disciplines represented in NARSC and from underrepresented groups in NARSC. Self-nominations are welcomed and encouraged for the Councilor-at-large and student representative positions. 

For all positions, nominators should confirm that the nominee is (i) an active NARSC member, (ii) will be present at the 70th Annual North American Meetings of the Regional Science Association International, November 15-18, 2023, in San Diego, California, and (iii) willing to serve if appointed. Voting for these positions will take place online prior to the Annual Meeting. Results of the elections will be announced via email prior to the Annual Meeting, at the Annual Council Meeting, and in the December issue of the NARSC Newsletter.

NARSC Awards

The Honors Committee of the North American Regional Science Council is soliciting nominations for the following awards to be given at this year's annual meeting: 

1.  Isard Award for Scholarly Achievement in Regional Science 

The Walter Isard Award for Scholarly Achievement is named in honor of Professor Walter Isard, father of Regional Science, founder of the Regional Science Association, and a leading scholar in the worldwide Regional Science community. Established in 1994, the award pays tribute to North American regional scientists who have made significant theoretical and methodological contributions to the field of Regional Science throughout their careers. 2.  Boyce Award for Distinguished Service to Regional Science 

This award honors Professor David Boyce, a prominent figure in Regional Science who promoted the Regional Science Association for a number of years and was instrumental in its long-term success. The award acknowledges the service contributions that North American members have made to Regional Science organizations. The list of past winners of the Boyce Award can be found here.  

3.  Hewings Award for Outstanding Achievement by a "Junior" Faculty 

This award is named in honor of Professor Geoffrey J.D. Hewings who over the years introduced numerous graduate students to Regional Science and mentored them as young scholars. The award recognizes distinguished contributions to Regional Science research by North American scholars who have recently completed doctoral studies (within ten years of receiving a Ph.D.). 4. Roger R. Stough Outstanding Mentor Award 

This award is named in honor of Professor Roger R. Stough. In addition to being a renowned scholar and contributor to the development of Regional Science, Roger was an outstanding mentor to dozens of graduate students and junior faculty members. This award recognizes regional scientists who have been exceptional mentors to students, junior faculty members and underrepresented populations and communities over a lifelong career. The University of Montana invites applications for Director for the Bureau of Business and Economic Research (BBER)

The position directs a high-visibility applied economic research program with a focus on the regional economy.  The broad areas of research would include, but not be limited to, industries relevant to Montana and the mountain west, such as tourism, manufacturing, high tech, energy, and health care. The incumbent is expected to conduct peer-reviewed and client-specific applied research and to communicate findings to the public in non-technical language, including presentations at the Montana Economic Outlook Seminars.

Call for candidatures for new RSAI president

Dear Members of the Regional Science Association International, 

according to the RSAI Constitution, each first year of term of the RSAI President, the Association faces the pleasant task of electing the Incoming President, who will in 2024 take on the position of President Elect, and work along with Prof. Hans Westlund, current RSAI President, to gradually move on to the position of President in 2025. Here is an excerpt of the rules of the Association for managing this important step:

Nomination committee. The RSAI Council has appointed a dedicated nomination committee, that following the rule of the RSAI Constitution is made up of the RSAI President (Hans Westlund), the RSAI Immediate Past-President (Eduardo Haddad), four members of the RSAI Council (one each from among the council members who are appointees of the four superregional organizations: Eveline Van Leeuwen for ERSA, Lily Kiminami for PRSCO, Carlos Azzoni for LARSA; Sandy Dell'erba for NARSC), and two members of the Long Range Planning Committee (LRPC) recommended by the LRPC itself (Kingsley Haines and Yoshiro Higano).

Criteria of the nominees. The nominees should satisfy the following criteria: a) financial resources sufficient to cover travel costs to perform RSAI duties; b) support from candidate’s institution including relaxation of duties to enable President to travel as needed to execute RSAI business; c) RSAI Council experience (Council member experience) and/or other service to the regional science community (e.g., supra-regional and/or other sections, editor or one of the regional science journals, etc.).

Election procedure. The President Elect nomination committee shall [...] make a recommendation to Council at a Council meeting of this same year . Upon receiving this recommendation, the Council will select a nominee. The President‐Elect and Vice‐President shall start his/her appointment at the start of the next calendar year (i.e. the second year of the current President’s term).

RSPP Workshop

Enlargement of the Western Balkan region in the European Union

The scientific journal Regional Science Policy and Practice belongs to Regional Science Association International and it is committed to promote the development of Regional Science across the globe specifically through the promotion of special issues on nurtured by workshops.
The main purpose of this workshop is to mobilize and nurture talents across the Western Balkans, publish a special issue of the journal on European Integration in Western Balkans and support RSAI in the creation of regional science sections in Western Balkans.

The workshop seeks to enhance participants understanding of recent developments and methodologies that could be useful for spatial and regional analysis facilitating the European integration and implementation of sustainable development goals in the Western Balkan region. Spatial assessment is more important to our understanding of economic and geographical problems, the workshop will develop the skillsets and knowledge of regional scientist to be able to analyse and understand complex spatial problems and to apply these tools in developing innovative research, in policy making and further expanding research capacities in the Western Balkan region.

Through this workshop, participants will be able to learn and apply spatial econometric models, geographic data, agglomeration and movement of labour and capital to make informed policy decisions that can facilitate the European integration process. Participants will have the opportunity to present their research and receive constructive feedback from peers and senior scholars.
