Les propositions de communication visent notamment à:

Présentation du colloque

Ce colloque International s’adresse aux chercheurs de diverses disciplines : géographes, aménageurs, historiens, anthropologues, économistes, gestionnaires…, à la fois affirmés et débutants. Les communications des doctorants sont particulièrement bienvenues.

Il s’adresse également à des praticiens, des artistes, des créateurs, des opérateurs culturels, qui participent et contribuent à l’émergence et à la pratique du tourisme hors des sentiers battus.

Le colloque sera organisé autour de moments différents: séances plénières, ateliers,  tables rondes, sorties de terrain.  Une excursion post-conférence, en lien avec des formes de tourisme émergentes en Ile-de-France, sera organisée le samedi 24 mai.

On April 26-27, 2013 the 9^th International Conference of the Romanian Regional Science Association – “Regional development between recent experiences and future challenges”, took place at Galati, in the South-East Region of Romania. It was organized in collaboration with the “Danubius” University of Galati, which had also hosted the 4^th RRSA conference, in 2004.  More than 65 papers were included in the programme, with over 120 authors representing many important university centres, research institutes, central and local administration institutions from various regions of Romania also from abroad (Italy, the Netherlands, Sweden, Poland, Bulgaria, Greece, France, Albania).

At the Opening Ceremony, speeches were delivered by the representatives of the co-organisers – Andi Pusca, Rector of “Danubius” University, Romeo Ionescu, Vice-Rector and Daniela L. Constantin, Academy of Economic Studies of Bucharest, President of the Romanian Regional Science Association, as well as by the honorary guests: Sevil Shhaideh, Secretary of State at the Ministry of Regional Development and Public Administration, Constantin Mitrut, Vice-Rector of Bucharest Academy of Economic Studies and President of the Romanian Society of Statistics, Peter Nijkamp, Free University of Amsterdam, Past President of ERSA and RSAI and Maciej Turala, ERSA Secretary. A message from Tomaz Dentinho, the Executive Director of RSAI was also delivered.

In the Plenary Session three excellent papers were presented by Peter Nijkamp – Free University of Amsterdam, the Netherlands, Karima Kourtit – Free University of Amsterdam, the Netherlands and Maciej Turala – University of Lodz, Poland.

A Plenary Special Session was also organized by Peter Nijkamp and Karima Kourtit on the – already famous – “New Urban World”, focusing on “The Life and Death and Life of Central and East Eurpean Cities”. Contributors were Peter Nijkamp, Karima Kourtit, as well as Daniela Constantin, Maciej Turala and Stela Raleva with three case studies from Romania (Bucharest), Poland (Lodz) and Bulgaria (Sofia).

Then, eight parallel sessions stimulated very challenging debates on issues of a great interest regarding: Territorial governance, institutions and regional policy; Clusters and regional competitiveness; Entrepreneurship and regional networks; Tourism, cultural heritage and regional development; Infrastructure investments, transport and territorial cohesion; Demographic changes, labour markets and migration; Central and East European regional issues; Municipal property management in Bulgaria and Romania (special session).  All papers have been published in a special conference issue of the Acta Universitatis Danubius – Oeconomica, Vol.9, No.4/2013.

In the second day a Round Table on “Challenges to Romania’s Regionalization” was organized, with Daniela Constantin as convenor and Gabriel Pascariu as key speaker. The main contributors to the debates were Dorel Ailenei, Romeo Ionescu, Carmen Pauna, Claudia Ionescu, Victor Platon, Gabriela Marchis. The foreign guests who attended the round table expressed interesting opinions as well, based on their countries’ experience in this field (Poland, Sweden, Bulgaria).

The members of the Romanian Regional Science Association also participated in the Annual General Meeting.

On this occasion the results of the World Congress of Regional Science Association International, held in Timisoara on May 9-12, 2012 were discussed, being emphasized it huge success. Many thanks again to all participants and warm congratulations to the West University of Timisoara – Faculty of Economics and Business Administration for the excellent organization!

The possible actions in support to the Romanian Journal of Regional Science have been addressed as well, considering that it continues to be the leading journal in Regional Science in Romania and a very competitive one at international level.

An important on-going project of the Romanian Regional Science Association is the Regional Development Handbook, for which the completion schedule has been updated.

The venue of the next international conference of the Romanian RSA (2015) has been established, namely “Stefan cel Mare” University of Suceava, located in the wonderful Bucovina area of the North-East region.

Besides the activity and financial report and plan of activities, this meeting had to elect the new board and the current leading staff of the Romanian RSA. As President has been re-elected Daniela L. Constantin, Academy of Economic Studies of Bucharest. The Prime-Vicepresident and two Vicepresidents are Romeo V. Ionescu, “Danubius” University of Galati, Dorel Ailenei and Erika Marin, both from Academy of Economic Studies of Bucharest. Raluca Grosu, Academy of Economic Studies of Bucharest has been elected as the new Secretary General and Amalia Cristescu from the same university as  the new Treasurer.  The whole elected board is displayed on the RRSA web page.

At the end of the second day the participants enjoyed a wonderful excursion by boat (and lunch) on Danube river.

The efforts of all members of the organising and scientific committee are gratefully acknowledged, with special thanks to the local organizers, who invested a lot of time and energy for the conference success.

To conclude, the latest conference of the Romanian RSA has contributed to a very useful exchange of scientific ideas and, above all, to the consolidation of the so-called “the Romanian RSA spirit”: the spirit of friendship and networking between the dedicated association members and participants in the RRSA events.

Nouveaux enjeux pour la recherche et pour l’action

Après avoir identifié quelques caractéristiques des sociétés contemporaines qu’il est indispensable d’avoir à l’esprit pour analyser la mobilité aujourd’hui, Jean-Pierre Orfeuil présentera d’une part les indicateurs symptomatiques des pratiques de mobilité, d’autre part les concepts utiles à l’analyse des problèmes, personnels ou collectifs, actuels ou prospectifs touchant à la mobilité (conditions de la mobilité, injonctions à la mobilité et normes, compétences de mobilité, pratiques et enveloppe des pratiques, représentations) Il indiquera ensuite quels sont, pour lui, les enjeux actuels de mobilité, appréciés du point de vue des gens et de celui des pouvoirs publics, dans les champs économique, social, environnemental ou territorial.

Enfin, il s’attachera à définir les conditions d’une recherche susceptible de satisfaire des critères d’excellence scientifique tout en étant appropriable par les acteurs décisionnaires. Au-delà des conditions générales, il attirera l’attention, à partir d’exemples, sur des éléments aussi divers que le repérage initial des ordres de grandeur, le choix des indicateurs pour construire des visions réalistes et non biaisées, l’étendue des espaces d’arbitrage et d’adaptation comportementale des gens, qui implique souvent d’autres domaines que celui des transports stricto sensu. Il indiquera également les angles morts des politiques et les sujets «orphelins» qu’il lui semblerait utile de mettre à l’agenda.

Repères biographiques et bibliographiques
Jean-Pierre Orfeuil est ingénieur des mines de Paris et docteur en statistiques de l’Université Pierre et Marie Curie. Il est entré dans le monde de la mobilité, des transports et de l’aménagement en 1977 en rejoignant l’Institut de recherche des transports (Ifsttar aujourd’hui). Il y a animé l’équipe «Économie de l’espace et de la mobilité » qui a refondé l’analyse de la mobilité. Il a rejoint l’Institut d’Urbanisme de Paris de l’Université Paris Est Créteil en 1998. À l’invitation de François Ascher, il a participé aux activités de l’Institut pour la Ville en mouvement dès sa création en 2000. Tout en gardant l’individu mobile comme point de départ des analyses, Jean-Pierre Orfeuil poursuit l’exploration des enjeux nouveaux liés à la mobilité, s’attachant à l’analyse des questions orphelines absentes des agendas politiques, et au développement de nouvelles façons de les approcher, autour de la conviction que « la mobilité n’est pas qu’une question de transport ». Il le fait avec une totale liberté
d’esprit et de ton, et la seule exigence de partir des besoins des gens.

Grand Paris, sortir des illusions, approfondir les ambitions (avec M. Wiel), Scrineo 2012 (l’ouvrage constitue à la fois une critique sans concession du projet de transport du Grand Paris, une analyse des mythes mobilisateurs à l’origine des espoirs qu’il a suscités et une exploration, sur le plan des transports, de l’aménagement et de la gouvernance, des voies pour sortir l’Ile-de-France de ses problèmes).

La Fabrique du mouvement, dossier Urbanisme n° 385, 2012 (ce dossier constitue, à partir de contributions internationales, un essai de repérage des logiques sous-jacentes aux politiques publiques de mobilité, encastrées dans des logiques politiques plus vastes).

Les inégalités d’accès (avec F Ripoll), à paraître (les auteurs montrent le caractère fortement multidimensionnel des inégalités de mobilité, qui ne se réduisent pas aux inégalités sociales mesurées traditionnellement sur une échelle de revenu).

Il a par ailleurs publié récemment de nombreux articles (Urbia, Tec, Projet…) sur les transports et latransition énergétique.

Amplación del plazo de recepción de resúmenes a la XXXIX Reunión de Estudios Regionales - Oviedo,  21 y 22 de noviembre de 2013

Extension of the deadline of the call for abstracts for XXXIX RER - International meeting - Oviedo 21th and 22th november - 2013: 

Queridos colegas:

Desde el comité organizador de la XXXIX Edición de la Reunión de Estudios Regionales hemos decidido fijar el 31 DE MAYO DE 2013 como FECHA LIMITE para la recepción de resúmenes.  

La fecha inicialmente propuesta era el 15 de mayo pero en algunos correos hemos cometido el error de indicar que era el 31. Disculparnos. Debido a esto prolongaremos la recepción de resúmenes hasta el 31 de mayo. Os ruego que hagáis el envío antes de dicha fecha dado que no habrá prologa posterior para que desde la organización tengamos tiempo de evaluar y distribuir adecuadamente los trabajos recibidos.

En la organización estamos satisfechos en cuanto al número de resúmenes ya recibido, que esperamos que se incremente en los próximos días. Es un gran logro mantener las cifras en las que nos veníamos moviendo en ediciones anteriores teniendo en cuenta las limitaciones de financiación que todos sufrimos. Estamos también muy satisfechos con las sesiones especiales de las que disfrutaremos. Creemos que nuevamente la RER será una extraordinaria oportunidad de poner en común nuestra investigación en Ciencia Regional. Por eso os animo a que remitáis los resúmenes dentro del plazo para acabar de confirmar un buen resultado del que todos nos beneficiemos.
